Guarantees of educational management policy and the new FUNDEB
perspectives for the quality of basic education in Brazil

This article presents a literature review aimed at establishing foundations for understanding the guarantees of educational management policy and the new FUNDEB, focusing on the quality of education in Brazil. The analysis reveals a history of discontinuity in the funding of Brazilian basic education, starting with FUNDEF in 1996 and extending to attempts to revise the system, culminating in FUNDEB and its new version, officially established in 2007 and 2020, respectively. It concludes that educational policies in Brazil have been characterized by a lack of continuity and long-term planning, resulting in uncoordinated actions with the education systems. The effective implementation of the New FUNDEB can represent a significant advance for the improvement of basic education, contributing to quality and inclusive education. However, the effectiveness of educational management depends on adequate funding, along with other factors that influence the quality of teaching. A political and social commitment to education is essential to ensure that everyone has access to quality education, promoting personal and social development.
